Use a voltmeter or a power supply tester to verify that the power supply is putting out the correct voltages. Also make sure the switch on the back of the power supply is set to the correct voltage (110/115 or 220). If the power supply is not supplying the correct voltages to the connectors, it may be a defective power supply. If it is putting out the voltage it's supposed to, maybe the problem lies with the motherboard or power button.
