Honeywell Th5110d1006 Not Working

The thermostat doesnt really respond to anything I do to it. If I have the cooling set to 78 and the heat set to 75 and let it run on auto or even cool the ac will run into the 60s and won't stop until I cut off the power to the circuit breaker. If I put the heat on then it will go to that temp but strangely will still blow out cold air, so I'm not even sure if the stat is displaying the actual temp. Is this a thermostat problem or do I need to replace the circuit breaker?.......please help
