How Can I Get My Contact List Back After Being Hacked?

On 6/1/10 someone hacked into my old hotmail account and sent a request for money because I was stranded in Englad. I could not get into my old hotmail account, retrieve any messages. Therefore, I have set up a new account with new password. Do I have any guarantee that this won't happen again? What about my facebook account with the same old email address.... do I need to change this also?
