If your hotmail account has been blocked, if first needs to be verified. You can read how to unblock your hotmail account here:

When you get your account verified and change the password, it should be changed to at least 7 characters, contain upper and lower case letters, numbers, and a special character. Once your account is verified, it will be available to send/receive email.
