How Do I Retrieve A Hotmail Account That I Have Lost?

My account myteriously changed it's password. I tried to log on one day and it wouldnt let me in and said someone has been trying to log on my account. My cell phone number has been changed so sending my password to my phone is impossible so all I had left was to send my password to an alternate email. I set up an email with gmail and then I filled out all the information I could about my account and they said if I got enough information that they would send me an email in 20 to 24 hours. It's been almost 2 weeks and they still havnt sent an email. Is there someone I can call in regards to this problem. I have very important files in my email.
