There is really no way to "transfer" these folders between user accounts.
From your follow up question it almost sounds like you got a new PC and want to move everything over. That gets more complicated.
What I would recommend is using a local email client such as Outlook, Outlook Express, Mozilla Thunderbird, Eudora, etc.
By using these programs you don't log into the MSN/Hotmail web site to get your email, you use the program to do it for you. All your email, folders, etc will be stored locally on your PC. You can chose to leave a copy of it all on MSN or not. You can still log in and get email from the web site but you're not limited to the web site alone.
I even use my email on a USB memory key using a portable version of Mozilla Thunderbird (see http://www.portableapps.com). This has the advantage of allowing me to plug into ANY PC and get my email. It's a bit slower since the USB key is much slower than a hard disk, but I'm completely portable and don't rely on any PC or web site.
Outlook Express comes with Windows and is free to use. Thunderbird is also free. You can go check out Thunderbird here: http://www.mozilla.com/thunderbird
