Why Is Magicjack Is Charging Me $02 Per Minute Call To Avon Customer Support.

A call to Avon Customer service 513-551-xxxx is being charged at $02 per minute. When I asked why I am being charged for a domestic call, I was informed that the carrier I was calling requires the fee. I have never heard of this and I have been calling that number for free for over ten years. Can anyone explain this?
