Windows 10 To Windows 11 Upgrade

1. My desktop PC is COMPAQ PRESARIO Model CQ3321L. It is currently running Windows 10. I am seeking advice what to do in order to be able to upgrade to Windows 11.2. Whenever I click : start > setting >........, the setting display disappear within a few seconds. Please advise what to do.
