If you can access the menu in OE, go to File |
Identities and set up a new Identity. If
you can then open to the Identity, go to File | Import | Messages and import
from the older Identity.
If you can't even access the menu items, and deleting
folders.dbx did not fix the issue, then you will need to rename the inbox.dbx
file or else move it to another directory.
OE should then start without locking up, as it will create a new inbox
and there won't be anything to read.

(I've found Outlook Express to be a great email program. Please don't feel I'm nagging you, but if you're still using OE, your operating system is unsupported and extremely vulnerable.)
