The Phone Will Not Turn On Pass The Charging Screen?

Hi i just got this phone about a week and half ago and the battery died so i went to charge it last night and when i turned it on it showed the battery screen then went to a bright blue screen that says welcome to samsung mobile installing files wait 30 seconds then will shut back ff and not turn on please help me?
