How To Call Us Numbers To Save Min $ On Verizon.

I have the paid subscription from Skype mainly to call my contacts that are in my contact list for the regular use of the mobile. It will not call them. I add contact, it supposedly dials but hangs up without ringing. I can't find a phone number for Skype help desk. Do you have it or an answer to my question? Thank you.
