Skype Audio Recording

I can hear other people when they skype but they can't hear me. I have done the echo test with no results. I have uninstalled and reinstalled skype. Went to control panel and my microphone is on. My speakers are on. I tried using a head set with a microphone with no results. Can I talk to a live person. I have skype set up on my desk top computer, my Iphone and my Ipad 3. It is with my HP laptop that I am having a issue with
