I Have A Skype Account And Have Used It To Talk To My Contacts On My Laptop. Whe

When I got an ipad mini I downloaded the appropriate skype app but when I sign in I don't see my contacts or any box I can check or tap to call my contacts. I deleted the app and reinstalled: same problem. How do I fix this? (Plain English please - my familiarity with the technology is limited.)
