Will Not Pull Up Small Incline

snapper re100 will not pull up incline. I Removed rear cover (yoke) found clutch (rubber wheel) is lined up directly under engine pulley. Is the clutch supposed to b offset on one side of the pulley?

The aluminum drive disc is adjustable on the crankshaft, and there is a specified measurement from the bottom of the engine. If it's too close to the engine, the drive system will slip
