Unable To Return A Target Item W/o Receipt?

My husband bought a loveseat cover that is a target brand (HOME) for about $70+ and paid cash. Unfortunately, he lost the receipt and now that we need to return it(unuse and in its original packaging), we were told we cannot return the item without the receipt because it is more than $70?? we were not even offered a store credit which would have been more acceptable...
