I Didn't Recieve My Refund

So I called my bank they haven't recieved my refund, so I called the IRS and they said they sent it to a bank that turbo tax was using. I told turbotax to take what I owed out of my refund. Well they have not sent me my refund, and it's been over a month? Did they just keep my money?
