Ups Not Delivering

UPS is not delivering to our neighborhood due to a 6 inch snowfall; yet FedEx has delivered all day. Why? I saw our driver at the local market yesterday and he apologized for not getting our packages to us. He said he consulted some source that said our roads had not been plowed. I told him I drove by the plow in our neighborhood on the way to the market, so I know the roads are now plowed and he could deliver. He didn't do it. That was yesterday.
