How Do You Get A Live Voice When You Have A Complaint?

I ordered perishable food to be delivered by the 19th and someone from UPS lied and entered that I wanted a future delivery date. Now the food is 6 days old and I'm out close to $70.00. Who is responsible for this? Please respond.
