For the majority of international tickets, the answer would be no. The fares differ drastically according to the direction you're traveling. For instance, if the first part of your ticket was from IAH to PTY and the return is from PTY to IAH, the price is based on a round trip. If you had purchased a one way ticket from IAH to PTY, most likely the price and taxes would have been much different. Generally round trip international tickets are less expensive than one way international tickets. The taxes and surchargee vary greatly depending on your country of departure.

So if you originally purchased a round trip ticket from IAH to PTY and PTY back to IAH, the airline will not allow you to turn the round trip ticket into 2 one way tickets from IAH to PTY.

As a precaution, I would contact the airline to ask what options you have if your travel needs have changed.
