Whos Baggage Rules Apply? United Or United Express/skywest On International Flts

When I booked my flight, one leg has United flt 6435 then says operated by United Express/Skywest. But whose baggage rules apply for international flights. Am I allowed the 2 bags at 50lbs each as described on the United webpage?? or the lower limits listed by Skywest?? Need answer asap, flying early early Mon. morning.
