How Do I Obtain A Free Provider Unlock Code For A Dec Number?

i tried to activate a phone that i bought at a yard sale and the operator told me that i need to to pay the previous balance that the previous owner had, get the unlock code from the company and the try to activate it again. please help what do i do?
