The consumer grade phones we use and throw away need to be very inexpensive since they are obsolete almost as they leave the factory. The typical Joe User doesn't care about encryption or even care, he just wants a cheap phone. Most folks have no idea that pocket scanners can pick up their cell phone calls. At the same time try and find a scanner that will now. They've been all but banned for sale.
Government wants the ability to evesdrop on calls. They can't do that if they are encrypted. If they detect encryption it raises a flag and you get scrutinized. This is the big kicker. Once encrypted communications become common place the government is out of the loop and they don't want that.
Processor technology is only now getting to the point of being able to process signals so that they sound normal. Encrypted communications never sound right so Joe User doesn't like it.
Back a few eons ago when I used to work on encrypted communications systems they were always expensive and the users always hated them because of poor audio quality.
I guess the bottom line is, when it comes to using the public communications systems you'll either simply need to deal with open unencrypted access or not use them.
