How Do I File A Complaint Regarding A Merchant's Requiring Minimum Purchase?

Shell Oil companies in DE require minimum purchase of $5.00 in order for customer to use VISA debit/credit card. VISA website instructs customers to contact card-issuing financial institution to submit a complaint. Spoke to 3 different individuals at PNC Bank (888-762-2265). None knew what to do. Finally, a fourth person told me that merchants are permitted to disallow use of the VISA card or to set a limit if they so desire. At this point, I would like to know if they are or if they are not, and if they are not, what can I do about it?

Visa merchants are not permitted to establish minimum transaction amounts, even on sale items. (They also are not permitted to charge a surcharge fee when you use your Visa card.)

Merchants are allowed to place a fee for use of the Visa credit card as long as it is not JUST for Visa, it applies to all other credit cards equally. In addition, it may be placed as long as it does not exceed $10.00. Fees for Debit cards are not allowed.
