The temporary NetSpend card you recieved when applied for the card would be used temporarily until your permanent debit card came in the mail.
The permanent card mailed to you should have included a number to call for activating your permanent card through Netspends automated system. This would need to be done before you could use the card.
However, as Odin suggested, maybe you should try contacting NetSpend customer service again at 1-86NETSPEND (1-866-387-7363) and ask if the card has been activated. As well as let them know you want another card since the one you currently have is not valid.
