My Clothes Do Not Clean Well At All

I am planning on returning my Whirlpool, as  my clothes do not get cleaned as they used to on my 20 year old washer. There is no soak options would be very helpful and the loads clearly need more water. Any suggestions or I will return the item? Thank you.
