If you've been told you're locked out for security reasons, the lock will last for 24 hours, and in the meantime nothing can be done. (More here.)

Otherwise...Submit the dialog beginning at https://edit.yahoo.com/forgotroot. If you don't know your Yahoo ID, start with the second option.
