How To Get A Refund

I bought an item from eBay and opted for DHL Express deilvery to expedite the shipping. I paid the shipping fee to the seller. The seller PROMPTLY sent the item and gave me the Waybill NUmber which is 5389853755 . On February 7 I received an email that the item can not be delivered and I need to contact DHL. I called DHL Manila +6328117000 and they asked for the shipping address and my contact number. I gave them the address and my landline as well as my mobile phone number. I waited but the parcel never arrived. A week later I called DHL Manila again and they said again that the 3rd party partner of DHL can't find my address. There was no initiative to contact me for my delivery! I have to wait for weeks! I gave my address and number again and DHL promised to contact their partner to deliver the parcel. Still nothing. Yesterday March 21 I received another notice from DHL to contact them. Again, I called DHL Manila ad again they asked for my address and number and again they promised to call the delivery partner and again they promised to have it delivered. Still nothing! I paid USD 15 for the express delivery and I've spent almost $10 for long distance calls to Manila which by the way the line is always cut! I NEED A REFUND! SEND ME A REFUND OR GIVE THE SHIPPER A REFUND!! This is not the kind of service I paid for.
