I have had a look at the manual but it only refers to the charger care, as for the "bulb" I doubt that it is (I do not know this item) it is more apt to be an LED (a big one or many small ones) these do not run direct of a battery but work via an electronic circuit which converts a battery voltage to suit the LED. This device can then compensate for a battery that is running down keeping the light bright.
I suspect that this has been damaged by that water as LED's are "hard" to destroy in normal terms lasting for years.
You would be best sending it to Dewalt if that case is intact but let water in you may get it fixed at a reduced cost as it should not happen, if I am wrong on that bulb it would still be worth it for that reason alone.
Hope this helps......
Thanks

How do I change the bulb in my Dewalt flashlight?
the black surround that retains the lens unscrews counterclockwise, that lets you lift the reflector the bulb fits into out of the flashlite giving you access to the bulb which just lifts out of reflector. ...
Unscrew black lens cap, pull out bulb, replace, screw black lens cap back on.
