There are several things you can check related to the line itself. You may want to use a regular analog phone to check the line, if you have not already.
One of the first things I usually check is the dial tone and the ability to make an outgoing call to a local number. On some phone services the line has a stutter dial tone that indicates that the line has voice mail attached to it as a service from the central office. In these cases a person would have to dial a 9 preceeding their call. If this is not done the call may not go through. This varies by carrier.
Checking the line and making a call with an analog phone attached will tell you if the line is good. If there is a problem with this no calls will go through. This could be realted to the problem you are having.
