My Account Was Blocked Because It Was Hacked. Do I Have To Pay To Get It Back?

My hotmail account was hacked and spam was being sent from it. SO I changed the password and now it is blocked. Hotmail are asking for credit card details to unblock it. Do I have to give this? I do not trust the website with my bank details. Also it doesnt say how much it is. The phone option for Irish user is invalid only allowing to enter a 8 digit number when Irish mobiles have 9 digits. How can I get into my acount?
