Account Blocked By Hotmail

I was informed by Hotmail that my account has been blocked by them because someone may have used my account to send junk mail. No one has. I cannot get to the page where I can give my own mobile number so that I can receive the new password. I live in Sierra Leone and the country name does not appear on thier list of countries. Can hotmail or someone please tell me how to give Hotmail Customer Support my details so that they can SMS me my new password please?
