How To Recover Lost Luggage?

PR 219 19.30 dep. 12/15/15Auckland to ManilaThe flight was timely and to our knowledge without problems. Cabin staff were courteous and attentive and the flight crew informative - or so we thought!Until we, along with dozens of other passengers, waited and waited for our luggage at carousel number 4 in the Arrivals Hall at Terminal 2 in Manila.After about an hour of hanging around, it was evident there was a problem, as just a very few items of luggage had appeared. There were no announcements, but curious baggage handlers peering at the waiting passengers and not handling items of baggage told its own story. I guessed that a man wearing a smart white shirt and carrying a radio might be airport staff, possibly knowledgeable and perhaps informative but no; all he could (or would?) Tell me is that the flight had arrived in Manila without luggage. He further stated he was unlikely to find out anything more until 'office hours'. I was invited to complete a pro-forma alleging loss of luggage and that in due course our luggage would be forwarded to us.That conversation took place about 04.45 hrs Wednesday 16 December, 2015. We finally submitted the 'lost luggage' pro-forma to over-burdened staff about 05.30 hrs the same day.Upon arrival at Cebu Airport (our final destination) about 12.30pm that day we spoke to further, apparently over-burdened staff, who sought to reassure us that we will be advised (a) when the luggage is traced and (b) when it arrives in Cebu.Those are the known facts concerning our unfortunate journey. Since that time, despite having our telephone numbers, e-mail addresses and addresses of stay in Cebu, we have received zero information and advice.Obviously we are making our own, up to this time, hopeless enquiries. We still do not know what has happened to our luggage; rumours allege either that the luggage arrived in Manila and was impounded for some unknown reason, or equally unlikely, the pilot of flight PR 219 directed the luggage to be off-loaded in Cairns because Manila was suffering bad weather.It is now the evening of Saturday 19 December 2015. We have been without any change of clothing, toiletries and medicines for three and a half days and still we do not know why.
