Can You Stop The Consistent Wrong Number Calls We Receive?

Quest issued a residential phone number to us in November.  Since then we receive on average 2 phone calls each day asking for Animal Control in Chandler AZ.  The callers are often distressed because they have either hit an animal with their vehicle or have grave concerns about an animal. I have called Quest about this problem and their solution is to change our phone number.  We do not want to change our phone number.  The callers say they were given our residential phone number or transferred to our residential phone number from Verizon information.  I have also called Verizon who offer no solution.  There has to be a solution.  We are bundled with Quest phone, internet and Direct TV, but will be changing those services to another company if the problem isn't fixed.  We have put a message on our answering machine that says "this is not animal control".  We want this problem fixed as soon as possible.  Surely Quest can help us with the problem with the telephone number they issued to us.
