For Singer Promise Ii, Teeth Not Moving Clothe Forward

For my Singer Promise ii, why are the teeth not moving the cloth forward? The machine is brand new and I just got it out of the box and starting to set it up. I noticed the teeth only move up and down. It does not move the cloth forward.
