Please Help Finding Where To Go For Mail And Help After Address Change.

I put an address change in on 10/09/12. The new address is my brothers home since we don't have a steady place  to live. We lived in Deer Park, Ohio and my brother lives in Norwood, Ohio. I have went to the post office that serves Deer Park and they did not have any mail. (they never checked.) My brother said that the mail person that delivers his mail never does their job properly and has had to have a supervisior walk along side them to ensure he deliver all the mail to everyone on several occasions. I am worried that the mail person does not recognize our name's so he is not delivering our mail. There are some very important and time sensitive documents that were mailed to us along with our pay checks. Can anyone please help me with some advice. I don't know where to go or who to talk to. I will be very grateful for any advice I am able to receive. Thank you.
