Ticket Penelty Charge Of $250 For 3 Tickets To London,england

My daught ,grand daughter and Son-in-law were flying to visit my grand son in London,stationed for the U.S> Airforce ! He is flying on a mission now in the Middle East and will not be in London as planned ! I feel that this is totally unfair that our Military Mission was uncontrolable and should not be fined for such a worthy change in his plan ! Can you clear this up ?
