I Am Account Owner But It Is Saying I Am Not

i have a verizion prepaid account my phone got washed went right out got a new prepaid phone called verizion had it all switched over then i asked for a new phone number also went from 217-329-8510 with a registerd online account to 217-330-0903 was able to set up new online account would let us use old password or number. this phone is for my 11 year old son who is in alot of sports an school activities we got it for him to make sure he got home or where he was the phone recently has been going thru a 15.00 card a week we tried to get on line to see why but apparently we are not the account owner why is this happening now i have contacted verizion already about this supposly it was fixed but apparenly not ......
