How Do I Contact Pogo About A Billing Issue, Either By Mail Or Phone?

pogo has no live help, that i see and no means to contact them via email...they only have #'s for tech. support..I've tried repeatedly to get through to speak/email someone with a billing question...how can a company with nearly 2 million members charging 40 bucks a whack get away with that?
