I Can Not Add A Contact Why?

You might want to be sure you have their correct contact information and that they are a member of Skype. If not, that would explain this. If you are sure they have a Skype account, and you have their correct information, then if you are on a phone or other device and using a Skype app, I would completely close the application, delete cache, cookies, etc, and try again. You can also do this if it is on your PC, Laptop, Netbook, etc. Just close out of it, delete cookies, cache and all, and restart.
