How To Speak To An Actual Agent At The Lax Lost And Found Office?

A musical instrument was left aboard a flight. Instead of being directed to the lost and ofund in LAX, the agent told my wife to file a claim when she reached Orlando. Her English isn't very good which would have been clear to the agent. Common sense says United had no way to know where a carry on was destined for, so why tell her to file in Orlando upon arrival?
